But the clerk of the community council near Corwen in Denbighshire insists it has no case to answer despite being slammed by the Public Services Ombudsman for Wales

The whole story seems to make sense, until you realise that we’re talking about  a community council (a parish council in England) that serves a village of 500 people, with a total budget of £3500 (yes, three thousand pounds). Add in the minor detail that the complainant doesn’t even live in the council area and you wonder if the OMbudsman isn’t being a little overly prescriptive.
